Short answer: no. 4mg of THC is a low dose. It sits above a 2mg microdose, just under the 5mg most hemp drink brands default to, and well below the 10mg in a standard edible. For most adults it is one drink's worth of effect.
The longer answer is that "a lot" depends on three things nobody puts on the can: your tolerance, whether you have eaten, and what else is in the drink.
Where 4mg sits
A standard cannabis edible is 10mg. That is the reference point most dosing advice is built on, and it is a lot for someone new. Cut it in half and you get the 5mg that most hemp seltzers carry. Cut it again and you are at 2mg to 2.5mg, the microdose tier, which many people with any tolerance cannot feel at all.
4mg is the gap in the middle, and almost nobody makes it. Brands cluster at 2mg, 2.5mg, and 5mg. We picked 4mg on purpose: high enough that one can is the whole serving, low enough that you are not planning around it.
What 4mg actually feels like
For someone new to THC drinks: looser shoulders, easier conversation, a small lift in mood. It starts 15 to 30 minutes in, peaks around 45 to 60 minutes, and is gone inside two to three hours. Most people describe it the way they would describe a glass of wine, as one drink.
For someone who uses cannabis regularly: light. One can takes the edge off. Two is closer to a real effect. That is worth knowing before you buy a case and decide the brand is weak.
The CBD changes the answer
4mg of THC on its own is a different drink than 4mg of THC with 4mg of CBD alongside it. The 1:1 ratio tends to round off the heady edge, so the effect reads as calm rather than buzzy. If you have tried a 5mg THC-only seltzer and found it more than you wanted, the ratio was probably the reason, not the milligram.
Is 4mg enough to feel?
For most people, yes, clearly. The people who report feeling nothing usually fall into one of three groups: regular cannabis users, people who drank it on a full stomach, or people who gave up after twenty minutes. Onset is 15 to 30 minutes. Wait the full hour.
4mg vs 5mg
The gap is smaller than it looks. One milligram is inside the range of how much a given can affects you on a given night. Format and CBD ratio matter more. A 4mg tonic with equal CBD often feels gentler than a 5mg seltzer with none.
Is 4mg safe?
4mg is a low dose, but low is not the same as nothing. It can impair you enough that you should not drive. It will show up on a drug test, because hemp-derived THC is the same compound a test looks for. It is 21+, it is not legal in every state, and it is not a medicine. If you take prescription medication, ask your doctor rather than the internet.
